A snow cone is a paper cone filled with crushed ice or shaved ice topped with flavored sugar syrup. Due to the popularity of snowballs, many snow cones are now made bearing similarities to these balls of crushed or shaved ice. The treat is now made with shaven ice and a sugar syrup and these terms are often used interchangeably.
